Unlike Public Hearings, where the law requires public input, a Council meeting is a business meeting for the Council to conduct business. While the public has a right to attend the Council meeting under the Alabama Open Meetings Act, the law does not guarantee the public the right to speak up and be heard at a Council meeting. However, the City Council has determined that it will allow for public comment during Council meetings at the time specified on the agenda.

Procedure options for public comment:

• Individuals wishing to address Council must sign up in advance and give their legal name and address.
• Each person is limited to 5 minutes to speak on any matter of public importance. We ask that speakers be respectful to other of attendees, commenters and the members of the Council. Effective July 2023, reading excerpts from printed materials is no longer allowed, aside from matters currently pending on the Council's agenda.
• Public Hearing, prior to Council vote (comments must be related to topic)
• Public Comments agenda items, prior to Council vote (comments must be related to topic.)
• Public Comments on Non-Agenda item, at the time specified on the agenda.
