Fountain and Prepackaged Beverage Rights Program at Stanley Jensen Stadium – The purpose of the specifications is to obtain services of a vendor to provide a Beverage Rights Program at Stanley Jenson Stadium for the City of Prattville Parks and Recreation Department, in accordance with such policies promulgated by the City of Prattville, rules and regulations of the City. This contract will award the exclusive rights for fountain and prepackaged beverages at Stanley Jensen Stadium only.

The City, by and through the Prattville Parks and Recreation Department (“Department”), shall provide water and electrical connections necessary for the operation of the dispensing equipment at no cost to the Vendor. The Department does not guarantee an uninterrupted supply of water and electricity. However, the Department shall be diligent in restoring service following an interruption. The City/Department shall not be liable for any product loss or additional costs from the interruption or failure of any such utility service. The Vendor shall make the final connections.

BID MADE OUT IN PENCIL WILL NOT BE ACCEPTED. Any deviation from the specification(s) provided shall be outlined in writing and submitted with the bid. Brand names, catalog numbers, etc., if shown, are used to indicate levels of quality. If you are unable to furnish an item as specified and desire to offer a substitute, give a full description of the item, including descriptive literature and/or manufacturer’s specifications, along with any supplemental information necessary to compare the item bid with the requirements set forth in the bid form, or your bid may be rejected. Any attachment hereto is made and becomes a part of this invitation and must be signed by the bidder. Bid errors may not be corrected after bids are opened. Prices shall not include State, Local, or Federal Excise Taxes. Tax exemption certificates will be furnished upon request.

The City reserves the right to award this bid on all or none basis, or item by item basis, to waive any informality in bids, and also the right to reject any or all bids. Bids may be awarded based on delivery date as well as cost.

In order to comply with the requirements of the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, Act No. 2011-535, and Act 2012-491, bidders must comply with Section 31-13-9, Code of Alabama, 1975, as amended. If your company employs persons in the State of Alabama, you must provide the City of Prattville with documentation that your company is enrolled in the E-Verify program along with submission of bid. Should your company be awarded this particular bid, the award of the contract is conditioned on your company not knowingly employing, hiring for employment or continuing to employ an unauthorized alien within the State of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damage resulting therefrom.

If State Code requires bidder to have a certification/license to complete the bid requirements by either type of work or dollar amount, the bidder shall include a copy of the certification/license with the bid and include the certification/license number on the outside of the sealed bid envelope.

Each sealed bid envelope must include two (2) originals of Bid Invitation, including Bid Specifications, and show the Bid Invitation Number, Date/Time of Bid Opening, and Company’s Name and Address on the outside of the envelope. If available, bidders are requested to include an electronic copy in Adobe PDF format. Enclose a signed and completed W-9 Request for Taxpayer Identification Number & Certification with bid response.

Bidders are cautioned that failure to submit proposals in the format specified shall be grounds to reject the proposal and remove bid from consideration.

Station 1- Archie Plyler

Station one was renamed in honor of the late Fire Chief Archie Plyler. Chief Plyler began his career with the Prattville Fire Department in 1972 after retiring form a 20 year fire service career with the military. Chief Plyler progressed through the ranks and became the City’s Fire Marshal in 1979. In 1993 chief Plyler became the Fire chief and served in that capacity until he retired in 1996. The department made significant progress under his leadership and guidance and during his tenure the department acquired a new ladder truck and a new pumper. Chief Plyler also laid the ground work for a new fire station in Prattville East at 1904 Briarwood.

Station 2- Herman Scott

Station Two was renamed in honor of former Fire Chief Hermon Scott. Chief Scott began his career with the Prattville Fire Department in 1923 as a volunteer. He progressed through the ranks to chief in 1965 and became the first paid Chief of the Fire Department. The Fire Department made significant progress under Chief Scott’s leadership and guidance and during his tenure became a fully paid department and moved from the rear of the old City Hall to the Fire Station located at 942 East Main Street. Chief Scott served a total of forty-nine (49) years with the Prattville Fire Department

Station 3 - George Donald McGough

Station Three was named in honor of former Fire Chief Donald McGough who spent 38-1/2 years of dedicated service for the city of Prattville in the Fire Department; and 20 of those years were as Fire Chief. The department made significant progress and became renown for its progress state under his leadership, guidance and forethought including starting the first Medic transport service in the State and initiating the requirements necessary for lowering the city’s insurance rating from a class 7 to a class 4. Chief McGough was active and respected in numerous fire organizations including as President of the Alabama Association of Fire Chiefs and as State Director of the Southeast Fire Chiefs Association.

Station 4

On March 19, 2021, the City of Prattville officially cut the ribbon to unveil the new Fire Station No. 4 and Police Annex. This $3.7 million Public Safety Facility is located on Old Ridge Road and will further enhance response times on the east side of Prattville. The Laney family generously donated the property for this site. Webb Builders, Inc. served as the general contractor on this project to construct the modern architectural design engineered by Civil Southeast Engineering Group. This station features state-of-the-art equipment, technology, living areas, a fueling station, and a workout room. James Hardie generously donated the fiber cement siding on the outside to provide an aesthetically pleasing finish that complements the surrounding area. This 12,814 square feet facility also houses Fire Engine 4 and the Police Mobile Command.

Training Facility - Stanley E. Gann

The Training Facility was named in honor of former Fire Chief Stanley Gann. Fire Chief Stanley Gann began his career with the Prattville Fire Department in 1981. Chief Gann spent 30 years of dedicated service to the City of Prattville with the last 14 years as Fire Chief. Under the command of Chief Gann the department made significant progress under his leadership and guidance. Chief Gann was instrumental in securing the land and relocating the Training Facility to where it is located today. Chief Gann continued to make training firefighters a priority with the purchase of a new 6 story drill tower. The building of a 2 story rope rescue tower and a new classroom. Chief Gann was dedicated to the training of firefighters and EMT's and with this dedication the Prattville Fire Department became the first Regional Training Center for the Alabama Fire College. The Training Facility now trains firefighters from across the United States. Chief Gann retired in 2011 and the Training Facility was renamed in his honor in 2012 to the Fire Chief Stanley Gann Training Facility
